These presets are for Pacher in FL Studio. When you have downloaded the file, you need to unzip it, and then you just double-click on the patcher file and it opens in FL studio, and then you need to save the preset.
This is a mid side EQ, and you can also adjust the stereo or mono signal in the Wider section. If you are not familiar with mid side EQing this is a great and free way to test it out. The mid lets you adjust only the mono signal, and the side lets you adjust only the stereo signal.
